Students wishing to complete a PhD in Education Policy Studies should apply to the PhD program in History, Philosophy and Policy Studies in Education, indicating in their application goals statement their intention to pursue the Education Policy Studies major. This program is designed to prepare students for professional roles in university teaching and research, as well as in development and consulting for governmental and non-governmental agencies. Students interested in a Policy Studies minor should click herefor information.

The major in Education Policy Studies includes a common core of studies in the concepts and issues of policy study and permits students to select a concentration in international/comparative education, higher education, or educational leadership (US elementary and secondary education). The program is distinctive in that it requires a minor outside the School of Education, such as public and environmental affairs, sociology, anthropology, or history.

Because this program is designed to accommodate a relatively small number of students, the attempt will be made to limit net admissions to approximately 10 students per year. An undergraduate grade point average of 3.0 on a 4.0 scale and a combined score of 1100 with an essay of 4.5 on the GRE will normally be required for admission. In addition, students will be expected to have appropriate experience either in schools or with other policymaking entities. The faculty may admit students who do not meet these basic requirements if other evidence of the candidate’s excellent potential for the program is available. Potential applicants are encouraged to submit the application materials early; primary admission decisions will be made first on applications received by early January. Applications received after January will be considered, space permitting.

Personal statements on the application should specify in some detail the projects and goals students intend to pursue through graduate work, as well as the particular faculty members who may best help them meet those goals. Potential applicants to the Ph.D. in Education Policy Studies are strongly encouraged to contact an appropriate program faculty member listed at the bottom of this page in order to share their qualifications and their goals for doctoral study.

Students must complete a program of studiesthat includes courseworkin the major (including core courses and a concentration in either higher education, educational leadership, or international and comparative education); inquiry; an external minor; electives; and the dissertation. While meeting these requirements, students must complete at least 27 hours of coursework outside their major field of study.
